Το Πρόγραμμα Υποτροφιών Φούλπραϊτ στην Κύπρο
48 χρόνια συνεχούς επιτυχίας

Ο Γερουσιαστής Τζ. Γουίλιαμ Φούλπραϊτ με πρωτοβουλία του οποίου άρχισε το 1946 ο θεσμός των υποτροφιών είχε πει: «Ο σκοπός του προγράμματος αυτού είναι η εξοικείωση των Αμερικανών με τον κόσμο γενικά, αλλά και των φοιτητών και ακαδημαϊκών από όλα τα μέρη της γης με τη χώρα μας. Να τη γνωρίσουν ακριβώς όπως είναι. Όχι όπως θα θέλαμε να είναι ή όπως θα θέλαμε να την δουν.

Το Πρόγραμμα στοχεύει στη διάθεση των πλεονεκτημάτων της αμερικάνικης κουλτούρας και τεχνολογίας στον υπόλοιπο κόσμο και τον εμπλουτισμό της αμερικάνικης ζωής με τις επιστημονικές γνώσεις και τον πολιτισμό άλλων κοινωνιών. Τέλος, επιδίωξη του Προγράμματος είναι να φέρει λίγη περισσότερη γνώση, λίγη παραπάνω αλληλοκατανόηση στις διεθνείς σχέσεις και ως αποτέλεσμα, να αυξήσει τις ευκαιρίες από τις οποίες τα έθνη θα μάθουν να ζουν επιτέλους φιλικά και ειρηνικά».

Ο Φούλπραϊτ πίστευε ότι από όλα τα προγράμματα αμοιβαίας συνεργασίας με άλλες χώρες, τα πιο παραγωγικά και αποτελεσματικά ήταν οι εκπαιδευτικές ανταλλαγές, τις οποίες συνέδεε άμεσα με την επικράτηση της διεθνούς ειρήνης και συνεργασίας. Να μη ξεχνάμε την περίοδο έναρξης του Προγράμματος, αμέσως μετά το Δεύτερο Παγκόσμιο Πόλεμο και τον Ψυχρό Πόλεμο μεταξύ Δύσης και Ανατολής. Στην Κύπρο το Πρόγραμμα Φούλπραϊτ ξεκίνησε σχεδόν αμέσως μετά την ανεξαρτησία το 1962 για να ανταποκριθεί στις επαγγελματικές και εκπαιδευτικές ανάγκες των δυο κοινοτήτων.

Η συμβολή και η προσφορά του Προγράμματος όλα αυτά τα χρόνια προς την Κύπρο γενικά είναι ανεκτίμητης αξίας. Εκατοντάδες Κύπριοι είχαν την ευκαιρία να σπουδάσουν ή να μετεκπαιδευτούν σε άριστα εκπαιδευτικά ιδρύματα και πανεπιστημιακές σχολές των ΗΠΑ σε όλους τους τομείς. Μια εξαιρετική ευκαιρία που πιθανόν να μην είχαν υπό άλλες προϋποθέσεις, αν δεν υπήρχε το Πρόγραμμα αυτό.

Σήμερα, πάρα πολλά είναι τα καταξιωμένα στελέχη της δημόσιας ζωής, τόσο στον κρατικό, όσο και στο δημόσιο τομέα που συμβάλλουν άμεσα στην ανάπτυξη της κοινωνίας μας. Με τον τρόπο αυτό ενισχύεται συστηματικά το επιστημονικό, πνευματικό και πολιτιστικό επίπεδο του τόπου μας. Όπως πολλοί άλλοι έτσι κι εγώ είχα την εξαιρετική τύχη και ευκαιρία να συμμετάσχω σε ένα από τα πολλά προγράμματα μετεκπαίδευσης στις ΗΠΑ. Γνωρίζω έτσι και εμπειρικά τα αγαθά αυτού του Προγράμματος.
Το Πρόγραμμα όμως προσφέρει και μια άλλη εξίσου σημαντική υπηρεσία στον τόπο. Έχοντας ξεκινήσει πριν από τις δικοινοτικές ταραχές του 1963 είναι ένας από τους πρώτους θεσμούς που ασχολήθηκαν συστηματικά και σοβαρά με δικοινοτικά θέματα. Ως σημείο επαφής Ελληνοκυπρίων και Τουρκοκυπρίων σε ένα καθαρά επιστημονικό και κοινωνικό υπόβαθρο, υπήρξε για το βάθρο των δικοινοτικών προγραμμάτων.

Διευθυντής του Προγράμματος από της ίδρυσης του ήταν ο μ. Ρένος Καμένος ο οποίος μέχρι τον αδόκητο θάνατο του το 1986 προσέφερε πάρα πολλά στην επέκταση και επιτυχία του θεσμού. Ο άξιος διάδοχος του Δάνος Χατζηττοφής, υπότροφος ο ίδιος του Προγράμματος συνςχίζει με μεγάλη επιτυχία και ζήλο το δύσκολο, αλλά πολλαπλά σημαντικό αυτό έργο.

Επιτυχία του Προγράμματος πρέπει να θεωρείται η αποδεδειγμένη ουδετερότητα που επιδεικνύει σε θέματα δικοινοτικών σχέσεων, η αυστηρή προσήλωση στο αντικείμενο με το οποίο ασχολείται, η δεδηλωμένη και στην πράξη αποδεδειγμένη αξιοκρατία με την οποία επιλέγει τους υποψήφιους υπότροφους, έτσι ώστε να χαίρει της καθολικής εκτίμησης και σεβασμού της κυπριακής κοινωνίας.

Τα αποτελέσματα εξ' άλλου είναι αυτά που επιβεβαιώνουν καθημερνά και στην πράξη την επιτυχημένη πορεία του όλου θεσμού. Καταξιωμένοι υπότροφοι του Προγράμματος και επιτυχημένοι επαγγελματίες στο στίβο της ζωής, διακρίνονται σε ανώτατες θέσεις και κλιμάκια σε όλους τους τομείς της κοινωνίας. Η συμβολή των εκάστοτε διοικητικών συμβουλίων και των εκτελεστικών διοικητικών συμβούλων από τις ΗΠΑ αποδεικνύεται ότι ήσαν άκρως επιτυχείς με όλα τα θετικά αποτελέσματα.

Παρά τις αντίξοες συνθήκες στο εσωτερικό μέτωπο, το Πρόγραμμα στέκεται με επιτυχία ως βήμα ειρήνης, προόδου, φιλίας και αλληλοκατανόησης μεταξύ των δυο κοινοτήτων της νήσου. Είναι κάπως περίεργο το ότι η ομολογουμένως επιτυχής δραστηριότητα στις δικοινοτικές σχέσεις περιήλθε πριν λίγα χρόνια υπό την άμεση εποπτεία της Αμερικανικής Πρεσβείας. Χάθηκε έτσι αυτόματα ένα από τα σημαντικότερα πλεονεκτήματα που είχε. Αυτό της αμεροληψίας, για να μην αναφέρουμε της αξιοπιστίας.

Ελπίζουμε πάντως ότι θα γίνουν δεύτερες σκέψεις στο θέμα αυτό, γιατί η Κύπρος χρειάζεται όσο ποτέ άλλοτε αυτές τις δημιουργικές δραστηριότητες μεταξύ των δυο κοινοτήτων. Όχι όμως κάτω από μια καθαρά πολιτική ομπρέλα. Θα μπορούσε άνετα τουλάχιστον οι δικοινοτικές σχέσεις που έχουν να κάνουν με εκπαιδευτικά ή τεχνοκρατικά θέματα να ήσαν υπό την εποπτεία της Επιτροπής Φούλπραϊτ. Οτιδήποτε πολιτικό ας το αναλάμβανε η Πρεσβεία.

48 years of continued success

Senator J. William Fulbright, the great man who initiated the Fulbright scholarship program in 1946, quoted: “Its purpose is to acquaint Americans with the world as it is and to acquaint students and scholars from many lands with the United States as it is—not as we wish it were or as we might wish foreigners to see it, but exactly as it is—which by my reckoning is an ‘image’ of which no American need be ashamed.

“The Program further aims to make the benefits of American culture and technology available to the world and to enrich American life by exposing it to the science and art of many other societies.

“Finally, the program aims, through these means, to bring a little more knowledge, a little more reason, and a little more compassion into world affairs and thereby to increase the chance that nations will learn at last to live in peace and friendship.”

Senator Fulbright firmly believed that from all the programs of mutual cooperation with other countries, the most productive and most effective were the educational exchanges, which he directly linked with the success of bringing about international peace and cooperation. Let us not forget the period when the Program began, which was immediately after the Second World War and the beginning of the Cold War between West and East.

In Cyprus, the Fulbright Program began right after the 1960 independence (in 1962) to respond to the professional and educational needs of the two communities and in general to bring about understanding between Cyprus and the United States.

The assistance and contribution of the Fulbright Program all these years in Cyprus is invaluable. Hundreds of Greek and Turkish Cypriots have had the chance to study or to receive training at excellent educational institutions and universities in the United States in all fields—an excellent opportunity that they may not have had otherwise.

Today, a large number of Fulbright alumni hold prominent and key positions in both the private and public sectors of Cyprus, contributing directly to the socioeconomic development of the island. At the same time, these scholars strengthen the intellectual, cultural and scientific life of the island.

The Fulbright Program, because of its establishment before the 1963 intercommunal strife, also offers another service of equal importance to the island; it is one of the first institutions that worked seriously and systematically on bicommunal issues. By providing a typically scientific and social infrastructure, it was both the foundation of the bicommunal programs and also provided a place for Greek and Turkish Cypriots to meet.

Over the years, the Fulbright Program earned the complete respect and appreciation of the Cypriot society for a number of reasons, most importantly for the proven neutrality it exercised in bicommunal issues, for the strict attention to the subject under observation, and for the declared and proven integrity by which it selects potential scholarship recipients—all of which formed the cornerstone of its successes. The results continue to confirm the success of such efforts.

The contribution of the Fulbright Board of Directors and the Executive Administrative Advisors/Program Officers from the United States of America is an indication of successful cooperation with positive results that continue until today.

The late Renos Kamenos, who up to his sudden death in 1986 was the Director of the Fulbright Program since its inception, contributed immensely to the expansion and success of the Program. His successor, Mr. Daniel Hadjittofi, a Fulbright alumnus himself, continues this difficult but principally significant service today with great success.

Three generations of Fulbright Scholars

Since its inception, the Fulbright Program has served three generations of Cypriots. A notable example is the case of Antonis Papaioannou from Nicosia, a retired Ministry of Education official, who fondly recalls the time when he was on a scholarship in 1968 at the University of Indiana. At the same time, he is very proud to relay the tradition to his descendants. As the Greek saying goes; “the apple doesn’t fall far from the tree”. His daughter, Yiola Papaioannou Kouma, received a scholarship in 1972 and studied Biology at Hollins College, in Virginia. Today she is teaching at the Falcon School. Her own daughter, Laoura Kouma Lioliou, also pursued Microbiology at Rutgers University, in New Jersey in 1995 with a Fulbright scholarship. Laoura proceeded on with her education, completing her PhD and is now working with the Karaiskakio Foundation in Nicosia. Thus grandfather, daughter and granddaughter were all fortunate enough to have benefited from the Fulbright Program.

Mr. Sophoclis Vlassides from Limassol was awarded a scholarship in 1996 and pursued graduate studies in winemaking at the University of California, Davis. Today he is successfully directing the “Vlassides Winery” in Koilani, Limassol.

Aristides Costeas was one of the first two Fulbright scholars in 1962. The second was a Turkish Cypriot, Huseyin Ozdemir. It is very touching and extremely interesting for someone to listen to Costeas unfold his story like a fairytale. He undoubtedly set off for the United States with great courage, since he took along his wife and three children (two more children were born in the States), to pursue graduate studies in biophysics at Columbia University in New York. At the time, the Fulbright scholarship covered only the round trip travel expenses and the grantee received additional financial support directly from the University. The popular John F. Kennedy was the U.S President at the time. Three of Costeas’ children studied medicine in the States. He vividly remembers how impressed he was with the fact that there were many American volunteers who invited foreign students to their homes and assisted them in improving their English proficiency. This was a fantastic experience for him, something unheard of at the time. To make ends meet, Costeas was working as a teaching assistant. With his persistence, perseverance and hard work he managed to complete his PhD. It was very tough, but as he quotes: “Difficulties make life”. He will never forget that he could not attend the graduation ceremony to receive his degree because he could not afford to pay the $50 needed to rent a graduation gown.

Upon his return to Cyprus, he worked at the Ministry of Health and, through his own initiative, commenced a special pioneering program in Nuclear Medicine and Lab Endocrinology in Cyprus. It was then that the first diagnostic tests in Endocrinology began in Cyprus.

The successful stories and distinctions of the Fulbright scholars are indeed endless. For this article, the Honorable U.S. Ambassador Michael Klosson quotes:

“The Fulbright Program is one of the world’s most successful international educational exchange programs, and the Cyprus Fulbright Commission works tirelessly in the service of international peace and understanding. We especially welcome the support received from the Government of Cyprus for the Fulbright Commission. During the past nine years, in fact, its annual financial contribution even topped those from my own country. I hope such support will continue.

The founder of the program, Senator J. William Fulbright, was an advocate of détente and mutual understanding between cultures long before such ideas were in vogue. He believed that: “Education is the best means - probably the only means - by which nations can cultivate a degree of objectivity about each other’s behavior and intentions…Educational exchange can turn nations into people, contributing as no other form of communication can to the humanizing of international relations.”

Senator Fulbright’s passionate commitment to what can be accomplished through international exchange lives on in the hearts and minds of more than two hundred thousand individuals around the world, including Cyprus, who share the honor to be known as “Fulbright Scholars.”

The Chairman of the Cyprus Fulbright Commission, Mr. Craig Kuehl, commented as follows:

“Since its inception more than fifty years ago, 255,000 Fulbrighters—96,400 from the United States and 158,000 from other countries—have participated in the Program. The Fulbright Program awards approximately 4,500 new grants annually worldwide.”

That same program has awarded 660 traditional grants to Cypriots since its foundation in 1962, and has brought 142 American Senior Scholars to the island.

As Senator Fulbright said: “Our future is not in the stars, but rather in our own minds and hearts. Creative leadership and liberal education, which in fact go together, are the first requirements for a hopeful future for mankind. Fostering these qualities—leadership, learning and empathy between cultures—was and remains the purpose of the international scholarship program that I was privileged to sponsor in the U.S. Senate.”

In that spirit, I would like to reiterate my support to this wonderful Program and to say how proud I am to be associated with the Fulbright Commission in Cyprus.”

Πολύ ενδιαφέρον το άρθρο σου και μπράβο! Μια ευχή θα κάνω μόνο. Μακάρι το πρόγραμμα Fullbright να φέρει κάποτε μια δίκαιη και βιώσιμη λύση που θα προωθήσει πάνω απ'όλα την επιστροφή όλων των προσφύγων αναγνωρίζοντας ότι η Κύπρος είναι μόνο Ελληνική ενώ ταυτόχρονα θα σεβαστεί τη Τουρκοκυπριακή μειονότητα. Εύχομαι να μην είναι μόνο ευσεβείς πόθοι.

@ Anastasia. Αν ήταν το Fulbright να έφερνε μια δίκαιη και βιώσιμη λύση στο Κυπριακό, θα είχε γίνει μέχρι τώρα. Ένας μικρός προβληματισμός χρειάζεται, καλή ου Αναστασία, εάν αναλογιστούμε, ότι το Κυπριακό ξεκίνησε, πολύ πριν αρχίσει αυτό που λέμε Κυπριακό πρόβλημα!! Εάν πριν το 1974 που δεν υπήρχαν 'σύνορα', έποικοι, στρατός κατοχής και ψευδοκράτος, δεν βρίκαμε ΔΙΚΑΙΗ λύση, θα τη βρούμε τώρα. Και μάλιστα ελληνική, που η μισή μας πατρίδα τουρκοκρατείται; Ναι κάποιοι ζουν με τους ευσεβοποθισμούς...
